HOW IS THE UCHF REGULATED?

The UCHF is an international platform, managed by the Board of Directors based on the documents adopted at its meetings over 2026.

The key documents, regulating the Fund’s activities, are the Statutes and the Strategy.

The Ukraine Cultural Heritage Fund is registered as Association Sans But Lucratif (ASBL) in Brussels, Belgium, with the statutes drafted by the 2 co-founders:

  • The International alliance for the protection of heritage ALIPH
  • Ukraine Center for Cultural Research UCCR

 

The Strategy has been approved by the Board on the 17th of February at its 1st meeting, together with the Code of Ethics, Rules of Procedure and other internal policies.

WHAT ARE THE KEY PRIORITIES?

The UCHF serves as a coordinated international mechanism for safeguarding Ukrainian cultural heritage, connecting digitisation, emergency safeguarding, secure storage and restoration into a single heritage protection framework.

Strategic priorities:

1) Stabilization of a war-damaged historic landmark

2) Upgrade of storage spaces and emergency storage solutions for relocated collections

3) Emergency digitization, inventory, and documentation actions

Potential additional areas, subject to the availability of designated funds, include:

4) Intangible cultural heritage initiative

5) Contemporary cultural heritage preservation and representation

Pilot grants will be limited in number and scope, closely monitored, and documented toinform the design of subsequent funding cycles.

Objectives of the pilot grant:

1) Respond rapidly to clearly identified priority needs;

2) Deliver visible, exemplary projects to demonstrate UCHF’s added value;

3) Refine grant-making, evaluation, and decision-making procedures.

 

Following the latest attacks on the cultural institutions, the Fund now also aims to allocate a special envelope of at least 100,000 EUR for emergency response. The need is higher than ever — just on the night of 14th of June Russians targeted 4 key institutions in Kyiv, Kharkiv and Dnipro.

HOW DOES THE UCHF SELECT PROJECTS?

The UCHF regularly consults with the Ministry of Culture of Ukraine and civil society representatives, who are also present on the Board of Directors. Based on these consultations, during the pilot phase the UCHF reviews significantly damaged sites and conducts a preliminary selection process.

The Fund’s Secretariat evaluates each project based on:
  • Strategic alignment with the Fund’s goals and objectives;
  • Project quality and methodology;
  • Feasibility (both financial and cultural);
  • Compliance with sustainable development principles and
  • Impact on the community.

 

The Expert Committee
  • is composed of 2 Ukrainian and 2 international leading experts, focused both on movable and immovable heritage.
  • they evaluate each project application independently of the General Secretariat and submit their recommendations directly to the Board.
